LIMS advisory for GIZ in Uganda and Madagascar
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), required a modernization of their system for documenting customary land rights in Uganda and Madagascar.
Overview
The existing in-house software, CRISP, was outdated. The project's primary objective was to replace it with a modern, reliable, and often open-source-based Geographic Information System (GIS) solution that could be effectively used by field teams operating in challenging, remote conditions.
Kartoza served as GIZ's dedicated technical advisor, tasked with building the strategic roadmap toward a new system. The scope of work included:
- Deep-Dive Evaluation: Kartoza rigorously assessed commercial software (such as Trimble Penmap) against Free and Open-Source Software (FOSS) solutions (Input, QGIS, Mergin) to determine which applications could genuinely meet the unique user needs on the ground.
- Proof of Concept & Testing: Kartoza developed a fully functional open-source proof of concept for the new system. The team then orchestrated a comprehensive field-testing program in Uganda and Madagascar (managed remotely) to validate the technology in real-world scenarios.
- The Blueprint: All technical findings and user feedback were translated into a detailed Terms of Reference (ToR) document. This document served as the essential technical blueprint and requirement list for GIZ’s subsequent public tender.
While the official tender was ultimately paused due to unforeseen shifts in strategy by in-country partners and donors (including the World Bank introducing its own QGIS-based solution, SLACK, for testing in Uganda), Kartoza's work was highly impactful.
Kartoza delivered a complete, validated, and high-quality technical roadmap. GIZ confirmed that the final documentation (including the exhaustive user requirements and technical specification) remains the foundational blueprint for their future land policy initiatives, ensuring Kartoza’s expertise will continue to shape their program.
